This is reminiscent of incense sticks at a temple, and has connotations of wishing death upon those around you. If you want to put your chopsticks down, either put them on the provided porcelain chopstick rest (at fancier restaurants) or rest the chopsticks on the edge of your bowl. Reportedly, one of the ceremonies for the dead involves sticking the chopsticks into a bowl of rice. The Chinese are very superstitious about anything connected with dying - unlucky things should never be mentioned.
