A visa is obliged. When applying for a visa you have to state which cities and areas you will visit and you have to have an itinerary that has been approved. The visa will only be issued after your tour has been booked, confirmed by the authorities and paid.
There are few North Korean embassies in the world. That, and the need to have permission make it difficult to arrange a visa. The best advise is to let a specialized tour-operator handle you trip. As most people travel through Beijing, in most cases the visa will be issued there.
Embassy in Beijing
The consular department is not like the main entrance of the embassy at Ritan Lu, but around the corner at Fangcaodi Xijie. It is open Mo, We, Fr 9.30-11.30 and 14.00-17.30, Tu, Th, Sa 9.30-11.30. Sometimes they are also open on Tuesday and Thursday afternoons.
If you go there with your travel permission, US$ 30 and two passport photos, you will get the visa. Sometimes it takes less than half an hour to issue the visa.
The visa will either be a stamp in your passport or, if you do not want your passport stamped in order to prevent problems when travelling to other countries, it might be a separate visa.
