A small town in the northern part of the country. It was once plagued by guinea-worm (a water borne disease). The government developed a model of water supply based on local community control of sharing. With help from the government and international non-governmental organisations the local population established a system where it bought water in bulk from the state utility and then managed the distribution, preservation, tariff-setting and collection. Access to potable water has been gone up to 74 per cent (the national average for countryside areas is 36 per cent) and guinea-worm infections have almost been eliminated. Unhappily, this programme is being harmfully affected by the government's arrangements to privatise the state utility.
